With some exceptions, federal agencies or leaders are not going to directly say "we're giving millions to black people to help with homeownership." Then you'll get Hispanics, Asians, etc saying what about us? And they would have to create something for every single minority group to avoid being accused of being discriminatory or avoid lawsuits.
The money from the American Rescue Act that was suppose to go to black farmers got stopped in federal court because white farmers sued saying they were being discriminated against.
Its easier to use the term minority to avoid those potential issues and be inclusive to as many people as possible. Obviously that also means minorites are essentially competing against each other to some degree for these resources since its not unlimited.
I think the rational view would be to say that's its good black people have an increased opportunity through these additional resources rather than the irrational view that "it doesn't say black therefore fukk this program."
Also, its up to those implementing the program to make sure those resources are going to actual minority groups and not getting swallowed up or stolen by people who don't need it.
