This is what the term means according to the guidelines I have to follow when performing audits for certain customers that qualify for some of these programs that money is going towards ......



(f) Definitions
As used in this section, the term-

(1) "minority" means any individual who is a citizen of the United States and who is Asian American, Native Hawaiian, a Pacific Islander, African American, Hispanic, Puerto Rican, Native American, or an Alaska Native;

(2) "minority business enterprise" means a firm, corporation, association, or partnership which is at least 50 percent owned or controlled by a minority or group of minorities; and

(3) "minority educational institution" means an educational institution with an enrollment in which a substantial proportion (as determined by the Secretary) of the students are minorities.

And that was in 2017, pre COVID tracking numbers from 2013. That number is probably a lot sooner now.

These monies are mostly likely going to NGOs and non profit organization administration.

You wonder why all this money is spent and nothing changes. It never seems to trickle down.
Depends. The Non-profit I worked for saved many Black families from being homeless, got them jobs, job training, provided counseling, etc.

My Department did this....

With some exceptions, federal agencies or leaders are not going to directly say "we're giving millions to black people to help with homeownership." Then you'll get Hispanics, Asians, etc saying what about us? And they would have to create something for every single minority group to avoid being accused of being discriminatory or avoid lawsuits.

The money from the American Rescue Act that was suppose to go to black farmers got stopped in federal court because white farmers sued saying they were being discriminated against.

Its easier to use the term minority to avoid those potential issues and be inclusive to as many people as possible. Obviously that also means minorites are essentially competing against each other to some degree for these resources since its not unlimited.

I think the rational view would be to say that's its good black people have an increased opportunity through these additional resources rather than the irrational view that "it doesn't say black therefore fukk this program."

Also, its up to those implementing the program to make sure those resources are going to actual minority groups and not getting swallowed up or stolen by people who don't need it.
