You could argue it's been bad since 2018. In that year, you had:
-Asuka winning the first-ever women's Royal Rumble and getting her momentum snatched away after that (Charlotte making her tap out at WrestleMania and kiss her ass afterwards, Carmella beating her multiple times)
-Alexa beating down Ronda and Nia with a briefcase and winning the title
-Sasha and Bayley taking medication for their blood pressure, which led to crankiness and an implied sexual attraction to each other
-Alexa and Carmella being the women's champions at the same time
-The Bella Twins officially being recognized as legends
-Evolution being promoted at the Teen Choice Awards and nobody there knew what the hell it was
-Nia Jax being unsafe in the ring, which caused us to miss out on a money match at Survivor Series (Becky/Ronda) that we're never going to see
Had Becky not become the biggest star in the company and changed her image, 2018 would go down in history as one of the worst years for the women's division. And 2019 didn't fix things. At all.

Basically. They were the tag champs who were about to be put into programs for the singles titles for each brand, apparently.
Sasha & Naomi wanted their focus to stay on the tag titles and Johnny Ace and whoever else at the time didn't agree and the rest is history.

Well they could try by not choosing to always eliminate a women’s segment whenever another segment runs over
Rhea is another one; she ain't puttin' NOOOOOBBBBOOOODDDYYY over. She beating up men and shyt and they now booking Rhea as playing with Dom's feelings and not being able to win without her. shyt, I'm scared her turn will be used to bury Dom. She too busy beating up men and shyt to set up a long term program.
She beat the hell outta Liv, Indi and Candice only to not do any women's matches outside of Natty squashes. Then did a weak ass feud with Raquel.
Can I blame this all on Rhea? No. But, she gotta have something to do with them booking her more invincible than Roman--who ain't won clean in like a year. She finally got got this past month
Bayley don't get enough credit for putting Dakota (great in-ring) and Iyo (incredible in-ring) over for over a year straight. Down to being jealous of Iyo and trying to screw her.
Sounds a lot like 2022-23
Alexa Bliss' program with Bianca round the time Bray (RIP) was returning
The Women's Smackdown title hopping around from (before Rhea) Charlotte (200 days) to Rhonda to Liv (100 Days) back to Ronda BACK to Chuck in a squash
Of course Rhea might have been hurt forreal
She beat the hell outta Liv, Indi and Candice only to not do any women's matches outside of Natty squashes. Then did a weak ass feud with Raquel.
