As far as I know you could always use them but they would be limited. I don't think they can turn into tanks or anything, you can only drive them.
I was surprised too,thought you had to clear out the militia first,just don't expect to be able to fight back in the keatonmobile

Man, I wonder why Freeze wasn't a Bigger Boss in the Arkham Series. He was used twice for extra DLC Stories and they were both Greatness. Rocksteady should have used him a little more at least, that Boss Fight in Arkham City was Awesome As Heaven.cold cold heart
