I simply thing in Doom's universe he is the Tony Stark like figure and if he is in Fantastic 4 it would make sense he would be rivals of Reed also. From what I see the only movie after Fantastic 4 is Blade which I doubt will tie anything in so they might as well have RDJ in F4, that universe is destroyed and he escapes with the F4 into the 616. I know there is going to be a Doctor Strange 3 but IDK when it is slated, but they could also use Doom in that.

Also, the source who tipped Jeff off about Robert Downey Jr. returing referred to him as "alternate multiverse Tony Stark, who is actually Doctor Doom." contrary to what the Russos announced and what the trades have reported.
