you normalize things with good messaging. Pro weed orgs did that. Messaging moved from smelly hippies in the street to doctors and cancer patients. Stop acting like that made no difference in public opinion. Defund the police turns people off police reform, just like smelly hippies did marijuana legalization.
You're almost there....the hippies pushed it, then doctors legitimized the stance, and then adoption kept expanding.
Protesters said defund the police, now legal scholars are legitimizing the message with more coherent practical explanations, and adoption can expand.
Legitimizing controversial policies doesn't start with politicians. The policy has to gain legitimacy before they even touch it.
And even the yippies were smart enough to frame it as medicinal marijuana instead of purely recreational.
