You're almost there....the hippies pushed it, then doctors legitimized the stance, and then adoption kept expanding.
Protesters said defund the police, now legal scholars are legitimizing the message with more coherent practical explanations, and adoption can expand.

Legitimizing controversial policies doesn't start with politicians. The policy has to gain legitimacy before they even touch it.
