Instead of trying to make him move where he isn't, why not focus on moving him in places where he will.

I feel for people who have to wait in long lines to vote. I get in, vote, and get out. The longest I ever had to wait was around 15 minutes, and that was post hurricane Sandy when my usual place was closed, so they moved it to the municipal building.
