I love both as wrestlers but Pac has never reached the heights that Jay has. You can blame it on whatever reason but still is fact.

Athena is under utilized in roh.
While the roh trios title actually move the needle.

The angle to make the trios title already was ran. Which was pretty funny. Injury just cut short the build if I remember right.

All the belts in their ecosystem have gotten proper builds or attention drawing angles.
Right now they are re-running.
the Jericho entertainer has the roh title build.
Sohh it is just not the draw building window right now.
for the other roh titles more than likely.
