Check coinmarketcap for markets but I know you can buy in certain wallets like Abra
It's much better to buy a set dollar amount every week or two. It's called dollar cost averaging. On some weeks you'll be buying towards the top but you'll also be buying during the other weeks when the price drops. But over time you'll have exposure and will be making money while the price trends upwards long term.
