Yes, mostly because of his producing and engineering skills.
Dre not does not write his own lyrics and has several ghost producers lol you will not see him on any top rappers of all time list.
Drake wants to make music in a similar fashion but still get full credit as a hip hop artist even though da songs aren't actually his and are often Pop. shyt doesnt work that way.

That's the big difference I think. Drake still wants to be seen as one of the best rappers alive which is a hard claim when you have writers. The R&B shyt I could care less about but if you're reading this and the meek verse definitely hurt that ranking

Majid Jordan writing non Hip-Hop songs like Hold On We’re Going Home or Passionfruit isn’t the same as Jay-Z writing Still DRE for Dr. Dre or Big Sean writing a lot of the Graduation album for Ye.
I could see if reference tracks leaked for the timestamps records, but I don’t see how having pop-song collaborators makes you less hip-hop? For instance, if Ye had writers for 808s & Heartbreak I wouldn’t consider it as a mark against him as a MC since it’s not a rap or hip-hop album.
