there is no fee for a used game. obviously if you need a serial number to activate the disc are useless with out that serial so the process one obtains a serial is the price of a used game. nobody is gonna pay a person to purchase an unplayable disc then pay for a serial number.Go back and read the wired report. Personally it sounds like Phil Harrison had diarrhea of the mouth and spoke about shyt too soon. To insinuate that Wired pretty much "made up" an interview with Phil is what you're saying. We both know that is bullshyt.

You'll have to pay a fee—and not just some sort of activation fee, but the actual price of that game—in order to use a game's code on a friend's account. Think of it like a new game, Harrison says.
"The bits that are on that disc, you can give it to your friend and they can install it on an Xbox One," he said. "They would then have to purchase the right to play that game through Xbox Live."
"They would be paying the same price we paid, or less?" we asked.
