So, while I said OP was correct in actual factness of the process of Forever & the tour being the beginning of the end for Wu albums as we knew them, to anyone downplaying the music on Forever?
It's easily their best group album. If people can remove their nostalgia for the debut, it's obvious Forever is superior.
Beats are better than 36th & rhymes are better than 36th.
On 36th, you still have the Clan members finding themselves, most verses interchangeable member to member where people didn't know who was who except for Dirt for his style & Meth for his voice.
On Forever, you have each MC at the peak of their lyricism, and each established as a unique character, delivery and style within the group. (The exceptions being Masta Killa who, while still lyrically dope, hadn't quite gotten his flow for his new internal rhyme scheme style down yet so he comes off as a change-up in a fury of fastballs [he'd improve on that in 98] and Cappa starting his downhill slide after peaking on Linx/Ironman.)
On 36th, you have RZA establish himself a top beatmaker, but he improved with each solo (Tical = 36th), and Forever showcases that elevation (along w/ 4th, True & Deck coming through).
And "filler" people are the worst. Yes, everyone knows U-God spa sounds should have been kept for his solo (especially coming after Heaterz) and Second Coming could go too as it feels tacked on, but every other song is some degree of dopeness. As you've seen in this thread & every Forever thread, people who name any other "filler" tracks name someone else's favorite. 25 dope cuts out of 27- [sarcasm]soooo much filler[/sarcasm]. (Hell, there's someone digging Black Shampoo as I'm typing this...)
And songs like Dogshyt are going to be divisive when there are Wu fans who aren't necessarily ODB fans and don't mesh with his style while tons of others see it as a highlight. Something that is catering to a large chunk of the fan base isn't "filler"- it just ain't specifically your shyt.

Additionally, with the removal of the Golden-exfoliated-Arms track & SC, album should end like the international version so it's Heaterz/Rae's Closing/then Sunshower (For those who only heard Sunshower on it's own, that's the reason it begins w/ the chopper sound from the end of Rae's outro. Also Rae saying "if you're gonna spread Mathematics, spread it right" is the perfect lead-in to RZA spitting science on that track.)
Also, the quick hit of Lay Your Hammer Down (from Forever sessions) would be a perfect addition to mix it up in that City/Projects/Bells run or after Dog shyt & add more GZA into disc 2:

Lastly, for anyone who didn't know, RZA's original concept for the album (called 8 Diagrams) before it fell to a group consensus was for it to be a story album with them spitting a narrative throughout the album. Only known track to come out of that concept is The Chase:
After which, he was going to get captured and then have Meth come through with the rescue on the next song and so on. Don't know how far it got before they flipped to Forever.
