That's because Brooklyn is under gentrification rules and that means enforcement against all petty offenses of the unwanted residents.

They don't care about enforcing "quality of life" laws in the BX. Let me tell you what else flys in the BX that's dead in BK. Loud parties, BBQs in front of buildings, drinking on the block and fireworks. You don't see that shyt in BK

Seriously tho I never been to Rochester
NYC is a very safe and nice place compared to Rochester. I lived on 165 and Boston, I was never approached by anybody for any reason whatsover. NYC nikkas are sneaky. Roc and Buffalo cats got a midwest type of lunacy to them where they don't care. nikkas will rob you for a PIZZA or a PACK OF SQUARES. NYC has opportunity, education, big buildings, things you can aspire to. Rochester has none of that.
