I think its all about the numbers.. The villian figures 100 goons against 1 peson will fair better than 1 excellent goon against the same person... The logic is he cant fight all 100 at the same time.. this way they can be "dumb"

Fist of the North Star goons are probably my fav.
Like at the start of the series, they ALL disrespected the fukk out of Kenshiro. As it went on, and Kenshiro got more famous, them nikkas would look at their sub-boss likebefore dying to that man.

Even in TV shows. Look at what Avon had to deal with on The Wire. once he lost his top muscle he had trouble finding good goons.
It also shows good goons prolly cost a grip. Brother Mouzone didn't come cheap. Then look at movies like The Jackal. That Russian had to pay Bruce Willis 50 million.
Low level goons probably get paid just enough to put their lives on the line but not enough to where they can save up and leave.
