The OG jago and Orchid were dark skinned and had black features. They made them both more white/asian and light skin in the later games. Maybe they were never black in the story but their design was black. Black enough for them to go super hard to redesign them to look white. This was Orchid

Jago and Orchid are siblings. They dont say what she is but they say Jago is an orphan abandoned and raised by Tibetan monks. So the assumption is he's Tibetan but who knows since he was an orphan. Im just saying, his and her design (especially hers) is a black chick.
