Hmm, I guess I don’t feel it’s a rehab. Bush always been kind of a puppet for the administration his father wanted to install. Seems like most actions in his administration, the strings were pulled by his staff/cabinet. That does not absolve him, that said, he’s also always had a charming, or maybe buffoon like, personality. I can’t and won’t judge someone and how they have chosen to interact with him after bother their times in office, honestly a lot of humans are very compassionate and we tend to want to see the better side of people.
But his atrocities still stand - Iraq, poor emergency govt response, crazy oil/gas prices, wealth gap, recession - people who were old enough remember all this. Those who were too young are taught this and he lays so low that they don’t know him, thus there isn’t an opportunity for him to escape that legacy.
