I'd say the Steiners were close in WCW around 91-93 probably only competing with Sting. Especially during the period where Ric Flair was gone, There was a reason that Steiners vs Sting and Lex was so huge.

Their heyday was the 80s. By the time they popped up in WCW and the WWE in the mid 90s they were washed. Animal’s back was messed up and Hawk was struggling with drugs & alcohol. They also had some personal issues with each other, which also hurt the team.

I wouldn't say they were the most over in AEW at any point though. But in ROH they definitely were.
