Because Fenves does have the power to keep Strong if he wants to. There is nothing Perrin or the BMDs can do about it. Fenves is involved because Perrin is interim, if we had a full time AD in place Fenves would not be involved because it doesn't really have anything to do with his position at UT. Him being so heavily involved is what has some people on pins and needles because he can make a decision independent of the wishes of the BMDs because his job isn't tied to athletics. He doesn't have to take their input or even answer the phone for them. He can hire who he wants without any worry to his job because it doesn't really matter to him. If the BMDs cutoff support of the athletic department that would fall on Perrin, or whomever else follows him, not Fenves. The BMDs make the decisions for the AD not the president breh.
LOL, think that all you want. Fenves can do as he likes, but there are consequences. Fenves works for the UT system, which is an entity for the state. The state is run by the legislature on one hand and Governor's office(more soft than hard power). They are run by BMD's the way Washington is run by lobbyists. If you want to know how sports/BMDs/legislature fit into this, look no further than Anne Richards and the Big XII/ end of SWC or the latest A&M system restructuring, or look at the trail from A&M to the SEC. The same people donating money to schools are the same running the state political machine. I have worked enough campaigns and have been to these people's political parties. They absolutely run the state. The same BMDs are big oil people, big law, big biomed, big comm, etc. Every state school system and even the big privates have these people controlling the state legislature, and it most definitely gets into athletics. Fenves is free to do as he likes. If the right people don't like it, he'll find a quick exit.
