I don’t know really. He did warn Fredo in Vegas not to take sides against the family, but he may have been looking for reasons not to kill him. But when he saw that Fredo’s decisions so rooted in jealousy and anger, and how bitter he was about being passed over, it sealed the deal.

Also in that scene, after Fredo had been playing dumb for so long, yet he also knew inside info about Michael’s trial.
