I don't think he set her up but it was wrong for him to just let them horny nikkas abuse her and he should have stopped it but he was young and had probably thought Jack was cool and stuff so he left it alone. If anything he is guilty of that but I don't think he raped her. He was also young at the time too which is also something to consider and back then nikkas would run trains on freaks so he probably didn't think she was opposed.
