Wasn't liberia created for American blacks who wanted to return to Africa
It was, but the black americans that came back pretty much brought parts of the white supremacist mentality they've experienced living in the USA (after all, the Liberian governing system is very similar to the American system, and Monrovia, Liberia's capital, is named after former President James Monroe, who cosigned the Liberia move).
In a nutshell, they took claim of the land, founded the nation, and rather than sharing power with the indigenous ppl, they've kept power for themselves. This caused a lot of resentment and many, many conflicts and civil wars since the 70-80s, one of which finally ended not long ago.
Back to the OP, I do agree 100%. I know many in the US will be reluctant, or even unwilling, to leave and either start a nation or assimilate to an appropriate African country. Like
@Malik said, linking up is at least a start, cuz long term, you'll need backup internationally. Other non-whites have that. Black Americans don't.
This isn't to say that African nations shouldn't do their part however. Transparency, improvement of overall infrastructure, and opportunities for both the locals and those coming to the country should be clearly addressed for this to work, continent wide. Some countries are doing a better job than others though.
