When you're living in building with thin walls, you have to be mindful of other people. You could be living above or below a serial killer and not know it. I gather that all parties involved probably hated living there, but it was all they could afford.

Noise does not bother me that much cause I'm used to it and live in NYC.
If it did bother me I would do the same thing and knock on the door and nicely ask them can they turn it down. Now if I have to keep doing that, I would just call the cops for a noise complaint, and if they do it more after I am filing a complaint with the landlord to get them evicted or me moved.
I think that guy did all of that. Cops barely even respond to noise complaints and if they do they have to catch them in the act. A landlord in an area like that may not even get involved. You could get legal representation to get you out of the lease if they do nothing but some people can't just easily move elsewhere.
