With the melanin, the networks made that move when Obama was in office. Now that Trump is in office it's back to how it always was.
On the shows themselves, some people prefer formulaic shows after coming home from a long day of work . They just want to grab a beer and sit in front of the TV. I'm not one of them but I completely understand why reality shows, procedurals, and formulaic sitcoms get ratings.
Cop shows allow them to mix drama, mystery and action together so they'll always be an option.
