It was not immediately clear who had compiled the document or what stage of internal debates over a restructuring of the State Department it reflected. This is horrific for America on the world stage. The US relinquishing control of whatever influence we have in Africa pretty much lets China have free reign over the development and resource extraction industries in Africa.
Even if the tide turns and a Democrat is elected in 2028, we're going to be 4 years behind China, in which case, they'll likely be hunkered down in the more resource-rich areas by then.
If China manages to acquire worldwide soft power in the entertainment or fashion industries, America is fúcked.
