I'm leaning towards the yellow king being something more abstract than an actual person. a character portrayed using costume.. a vision.. or an idea....

What if he's the original Yellow King serial killer and he's trying to use his powers to catch the copycat cult?
Same with Tuttle: What if Tuttle and company practice these cult ceremonies but now someone is copying their work? Maybe one of the original victims? It would explain why Tuttle would want to jump at the opportunity to have his men dead it so as not to be traced back.
I don't think either of the above is true, but it could possibly be. Just wild as theories.
I still think it's going to be anti-climatic ending, but in a good way.
