Because we have seen it here in canada, companies will hire cheaper labour take advantage of workers and hire them over citizens. Someone on a h1b visa will take 50k for a job that you would have to pay someone 100k. Companies will lie and bs that they can't find a citizen for that job which is straight bollocks.
If you want to use a foreign worker you should have to pay them 40% more for example than you would have to pay a citizen, then for roles that are hard to fill
but yeah they would never ever do that. They will pay the indian analyst 40k for 80k job, the filipino nurse 50k for a 90k job etc.
