Why cruella tho? Cause she killed puppies? Scar killed his brother and framed his little nephew in the process
Now that I think about it, Cruella didn't even kill the puppies.
I said jafar because ever since he met aladdin his entire means was to kill him. And every chance he got except for when aladdin first posed as prince he kept trying to kill him.
But he didn't accomplish his goals. He came close but close doesn't count in coup d'états.
Scar killed his brother and framed his nephew who was maybe 10 years old. He took over the kingdom and ran it with an iron fist with the help of the hyenas. Of course he lost in the end but he accomplished his goals.

I think Cruella moreso because she was intimidating. She was old as ish, but she moved with an imposing presence, an evil aura. She had goons that she screamed on, and they listened LOL She terrorized this couple for their dogs, to skin them for a coat, like the one that she flaunted. They probably didn't even think they could take her. Their fearfulness of her was more powerful then her actually puttin in work. But she also carried herself like she did it before and will do it again.
