The issue with the Hayama character is he lacks tension. A better script would have had a likable charming/smart character who slowly starts causing chaos, because of a resentments, or entitlement or whatever it is. This script has him essentially to serve as the bad guy to contrast Sato's relative "goodness". He doesn't seem sharp or even competent.

Or maybe they purposely wrote him like that?

sure, but he got put in top position from a leader, Ishida, who is written as very deliberative, thoughtful, against the exact kind of Yakuza member Hayama is. Not trying to pick apart a gangster show that rarely tries for realism, it's a common trope. It's just not done very well or convincingly here.

I'm hoping we get an announcement in the next couple of weeks that they are getting a Season 3. Cause the pacing of this season feels like they are building to something that would really go down in the next season.

We still haven't gotten the conclusion to the first scene from the first season when they are in the hotel highrise having a tete a tete with Tozawa's henchman Yabuki. I don't know if that get's resolves tbis season or after. I guess it has to do with Tozawa's condition
