The skits don't bother me as that was a sign of the times. Bloated Tracklists, big budget videos, wild cover art, over the top skits. That was the wave for mainstream rap in the late 90s. Everything was pure excess - especially coming out of Def Jam
The music was just alright. Some bangers on that album sure, but the Wu sound was a bit scattered back then. You felt it on releases like this, as well as Deck and U-God's albums. Meth is a great artist but he never gave us a classic album. After 97 or so, the game had changed. Redman gave us 3 classics out the gate but then his albums Docs Da Name and onwards felt victim to the same shyt Tical 2 did... Bloated, excessive, gimmicky
