I dunno what to tell you. I got level 35 armor. The gauntlets were even level 37. Maybe it has to do with the fact that I beat the game? Who knows. All I know is it is better than what I had before

I capped out at 33 but I still got a couple secondary quests...

I'm unkillable though so I'm not even mad...

Wish there were some more high level monsters to kill cuz the game been easy as fukk since level 22 for me...

I'm in Skellige but I haven't done much to move the main story forward. I haven't even investigated that site with Yennifer yet.

Not sure what flags the quest you're talking about but it's not in my quest log.
