First thing he does is make Carl take the bandage off so he can see the wound... then he roasts Carl til he cries.

Thats just basic fukkery. I won't ruin anything important...
Something interesting tho is Negan coates his knives and the barrel of his guns with zombie sludge... so if you get stabbed or shot by him you turn undead same as if you were bitten.
Tactic wise he isn't stupid. He's a high-level strategist... he's just an a$$hole.
I agree, negan is a master strategist. He is eerily akin to a comic version of lucifer lol. Dude forces you to attack him and his people with the pyschological bullying and mindfukking. People make it seem like he's just caving heads in with lucille. Nah, there's levels to negan's fukkery.
His relationship with carl is palpatine and anakin like too.

Extortion 101. He sets rules for the opposition aside from the "offerings" demanded of them. Basically he lets communities live and in return they have to harvest all type of goods. Anything other than that is death.

He doesn't kill them because he isn't trying to kill them.
He is trying to control them and make them fall in line. When he wants to kill someone, he does. And actually, he kills several major characters and numerous supporting characters, and a shytload of background characters.
But overall, he thinks Rick's group is valuable and useful so wants them to bend the knee.
He could have wiped them all out plenty of times.
Carl murders like 5 of his men in front of Negan and Negan just gives him a tour of the Saviors hideout and sends him home the next morning.
The other thing is, most of the villains we have seen up until this point are in conflict with Rick's group and thats all they have going on.
Negan is scheduling pickups, deliveries, interacting with multiple communities in a large region, running a 100+ member gang, patroling to keep the region zombie-free, organizing scouting parties. He is like the CEO of a company and Rick is like an angry customer at a single store in a mall somewhere. He dedicates a very small amount of time to Rick comparatively.
Thats why its been weeks since Darryl and Abraham and Sasha killed one of his parties on the show and he hasn't hunted them down. Its like a huge company losing track of a single shipment one day. They notice, but its really not that important to even devote time to.

Heath appears issue 69.
Glenn dies issue 100.
What you are refering to happens around issue 115 or 120.
So there is a large period of maybe 30-40 issues I'd say between issues 75 - 115 where he is their main scavenger. And after that he takes a mentor capacity (Similar to Dale along time ago)
The main reason Glenn takes a backseat to him once they get to Alexandrea is because Maggie guilts him into taking a more docile role since Glenn & Maggie are the official parental guardians of the orphaned Sophia. See, at one point Sophia is getting kinda detached mentally and they need to keep a closer eye on her.
(Sophia creates a make-believe world where Glenn and Maggie are her real parents, and her actual mom Carol never died, and there are no zombies... etc and she refuses to accept or address reality. Its just kooky at first but eventually they can see its getting worst and becoming a problem)
But yeah, Heath is legit.
