A lot of people believe so. And I mean a whole lot, like possibly a majority. People desperately need leaders to exact vengeance in the name of justice at this point.
If my former president and his family got indicted and jailed – court martial style – by the current president orgasms will be had across the nation.
People want someone that rules with an iron fist and is simultaneously just and sympathetic of the poor. I personally don't believe in this mix of qualities so I'm weary of a Putin style leader, although a little ruthlessness would fix quite a few things.
But it's not like I have a better type of leader to point towards.

Yo real talk I can see a possible future for a lot of African countries like that. A strange mix of totalitarian/democratic regimes...I don't know if that's gonna be the case for certain, but for my country it will severely depend on what course the new president shall the country on (if at all).
Angolans mostly try to be nonchalant about it all, but every single one of us can feel that this new president can either be the one that makes or breaks us.

I think at some point or time continental Africans need to contrive a common AFRICAN language (with it's own dialect and script). that all ethnicites and all of its 1 billion people can communicate through. All European languages get dropped. All the local languages still exist. The Pan-African dialect and script is shared amongst everyone on the contient. Mandatory for all business and intercontient relations.
I've been looking a little into the history of African written alphabets and they have existed. From ancient times to the 20th century. It's not hard to make up a language.
Africans need to remove themselves from the language of their oppressors.

If the mother contient cannot fix itself then the diaspora won't either.
