I think you're getting hung up on "literacy", to me it's not clear cut.

You seem to not understand your own link. How does 96% of Mali support something when no one has asked 96% of Mali. Not only is that not accurate but a lie. Another lie is saying Mali is responding in the Al-J when majority of Mali can't read or write. Can you read a text? How do you write back a text if you can't spell the words for it? 400,000 People who have internet service out of 16 Million People is an extremely small percent.
