So I turned the Ambient Occlusion to HBAO+ High (it stays at MHBAO when you go to Ultra specs) and the stuttering actually went down

how'd you activate the DLC mission?
After playing the game some more, it's gotten a bit more fun. The graphics are better than sleeping dogs. Some of the lighting is

The icons unlock after a certain story mission, don't remember the name but you will get a prompt...

The "Like New" from seller "Star Max" might be worth looking at. $166 shipped
