It is absolutely exclusionary. Thats the whole reason that it exists. Not everyone wants to live in an urban box with shared walls or near high density, especially those with young families. People want land and room to grow, not to mention the ability to change things as they see fit.

Cities should do more efficient mixed use vertical building, rather than mandate rural and suburban areas urbanize.
