As for the Dark Army, they're definitely leaving Dom alive on purpose.

Nah it's classic misdirection , Cisco is a suspected terrorist... she would've busted in there with her gun on him and tell him to spread it. Instead she's just chatting/asking questions, no urgency or nothing.
