Of course, it's unlikely hence my saying they should expand the tournament. How's the game gonna develop if you have such a small quota of nations allowed from other regions?
FIFA is not about the development of anything. This is one of several contingencies dreamed up in the mid-70s. It's all market share. FIFA knew that the possible expansion of American sports globally could be a problem, and they planned accordingly. They were comfortable for decades with the status quo, but these aren't stupid people. Those plans being dusted off now is due to MLB slowly making inroads, the NBA eyeing China like it's a last meal and most importantly...the NFL is finally realizing it's essentially a dead league(stagnation = death) and finally putting aside their myopic view that only American fans matter. Hence the testing-the-waters games in England and Germany.
This isn't about developing a damn thing, that's incidental. This is geopolitics. This game shapes nations, and FIFA isn't playing to lose. Why do you think American law enforcement went after the FIFA officials they could reach? They want in.
