I agree. The first season went off the rails almost immediately while S02 held it together much longer.
Both seasons suffered from the problem all slasher TV series suffer from and that is trying to maintain the tension of someone picking off characters one-by-one over an extended period of time.
The Sacrament has a similar vibe.
