I had been meaning to post something like this. Bob putting Pacquiao vs. Vargas in the US on PPV just doesn't make a whole lot of sense. Honestly I thought TR would try to put it in Macau. It is closer to Pacquiao, he isn't fighting a guy who has any pull to dispute location, and the reality is Bob needs this fight to be financially successful and he covers a lot of his expenses from the Macau MGM giving him site fees.
