Didn't the ref use to be like a 4th judge and choose a winner if that was the case. Maybe they could have a 4th one watch it on TV without the audio and score it.

See I’ve thought about this and don’t know if I like it, I’d rather just use 5 judges than one that doesn’t score ringside

All 5 could have it a draw. I think open scoring every 3 rounds, and if there is a draw let them go 1 more round. Maybe even do 1 round less (13 seems a bit wrong)?

Sometimes the ref was the 3 judge or even the only judge.
