Argus already captured the people in Suicide Squad and they're not really considered Metas. What he had files on were the Metas that were pretty much more powerful or unknown.

Some of us sort of guessed the same, but its a good theory.
It's been mentioned many times but it was Flash. Flash has the ability to travel in time if he runs fast enough but usually if something changes then literally everything in the future might change.
If you have to watch or read something else to understand a plot point in a movie the movie failed at telling it's story.
