Look at the Soul Soul Fruit. You would think it was kind of garbage with how Mother Carmel used it, but in Big Mom's hands it's one of the most OP fruits in the series.

Just depends on will and how it's used.. Law doesn't seem like the type of character hell bent on being King and strongest makes sense cause his DF in someone like Kidd or Zoro's hands and its OVAAA for anyone literally.

Law is the most overpowered person there. Bruh so damn hacked that Oda has to randomly take him out the game (stamina, sea stone bulelts, etc...) for the fights to make sense. He would take out Zoro immediately by switching his swords with some rocks. Watch, something stupid is going to happen in this fight to remove Law.

The only thing that keeps him from being PK level is that he shows little interest in being the PK. He just wanted revenge on Doflamingo.
