They delayed it because Oda has something really big planned for it.
I'm predicting that the next chapter will show us more people reacting to Luffy's bounty and their reactions. We will probably see Rayleigh, Garp, and some more new people who are attending the Reverie. We might also get a look at what Zoro and the rest of the crew is doing in Wano since as we saw in 903 the Reverie has yet to take place. shyt, they haven't even made it to Mariejois.
