Shanks has no interest in being the Pirate King, similar to Whitebeard (who just wanted a family). I think he just wants to protect Roger's legacy and is holding off everybody else waiting for someone who deserves it.

The min Whitebeard and Fire Fist (R.I.P the homies) gave Luffy that cosign Jinbei all in the pictures trying to be down with the movement
