I wouldn't say that at all. Most of these former 4 and 5 stars are transferring cuz they got exposed in college or don't want to wait their turn behind a better player.

5 star qbs are usually overrated tho. Arch Manning would be a 3 star if not for his last name. Maybe 4. Every now and then u get a Caleb and Bryce Young. But most are DJ Ule(the Oregon st qb). Serviceable, but nothing special.
