1. Michigan – 2 loss non conference champion who would have beaten the eventual B10 champ in Wisky or Penn State
2. Washington – 1 loss conference champion with a weaker schedule
3. Penn State – 2 loss conference champ that lost to Michigan by 40 points
4. Wisky – 2 loss conference champ that lost to Michigan & Ohio State.
