Oh, he could definitely give the avengers trouble, it's not about osborn being bright, it about Osborn being 1.ruthless...2.patience...3.unlimited supply of money and tech...add to that the green goblin serum and his bipolar personality.
If Barron zemo could give the avengers major problems, then osborn definitely could.
One thing about Osborn is he will eventually figure you out and devise a plan to destroy you.
