There's been rumors that they have to use the Fox actors if they make new X-Men movies before a certain span of time has passed. I'm inclined to believe them because there have been X-Men characters used or soon to be used in the MCU and they've been Fox actors.

It’s a few actors they would be ok with paying since they’re fan favorites

I woulda took a 3 prong approach
street level
global level
cosmic level
with multiverse being overarching for the eventual crossover.
have street,global, and cosmic have their own movies and shows that leed to a sub level crossover ala civil war for each lane and then Loki/strange/kang could be operating outside of the real of time with the multiverse stuff that triggers the major event that unites all 3 levels

each level could have had a kang variant too as the bad guy in the shadows

But Marvel ain’t want them to rock
Now they seeing the backlash and trying to get them folks back in the lab for DD
Marvel also had a good thing with Agents of Shield but you know everybody riding Feiges jock and such
And you couldn’t tell anybody anything during that phase
It’s ironic that the most famous snap in movie history
Actually debilitated the company that made that scene
Between that and emasculating all the male characters while trying to kiss womens asses that follow trends with shoved down your throat girl power anthems
Until they address both these issues
You don’t have to dumb down male characters
You can actually write female character development without the virtue signaling

And if they think they can just get rid of KANG for Dr. Doom
