If we look at the bigger picture, introducing the character Hunter Zolomon purely as a fan service Easter egg would be ridiculous. He's one of the most known characters in the Flash lore so it's safe to assume that the writers would have something in store for him without the whole convoluted multiverse/doppelgänger/twin stuff.

Plus Hunter Zoloman looks just like Earth-2 Jay. So maybe the man in the mask spelled out "J-A-Y" because he saw Zoloman unmasked and assumed he was Jay.

the sheer cartoon villainy of zoom cant be sustained. he has to take a major L soon, its just ridiculous at this point. it does look like jay is probably the guy in the mask, and zoom could be his twin or even that shape shifter like the other guy pointed out. the corny shyt aside, this season is finally starting to shape up into something interesting
