Gotta be Earth-2 Henry, I literally can't imagine who else it could be.

Zoom's mask has the same facial structure as Henry.

You heard the theory that it could be Garrick? It blew my mind when I heard it and if it isn't him then they missed a good opportunity.

Nah not that. The theory that Zoom keeps pretending to be Jay Garrick. We are seeing two different Jay Garricks everytime. There are subtle differences in characteristics between the two Garricks and one of them is probably Zoom when he knows the other Garrick is away. Think about it, what possible reason would there be to keep having Garrick disappear and then reappear at random?
